Since july 2009 And Still Going Strong
Pre 2019 when we spent a lot of time in Portugal we were close to the Spanish border so used to pop across and refuel there at a big reduction in price.
Soon to be crossing from Spain-Portugal and just done a fuel price check and doesn’t seem to be much difference now, couple of place’s actually appear lower than Spain,

Is that the situation now?

There was a 20cent per litre price supplement paid on fuel by the Spainish govt up till midnight on Dec.31. The queues outside filling stations where I live had to be seen to be believed on the 31st December. My cheapest nearby filling station is quoting €1.61 this evening.

Confusingly, petrol stations quoted their standard retail price on the forecourt sign and then the customer received the discount at the pump - meaning the price displayed to the road didn't match the amount being charged at the pump.

Not sure if you'd be able to access any, but fuel discount cards offered by certain supermarkets and oil retail chains offer fairly useful discounts. I avail of one and get a 2cent discount per litre off that €1.61 between 10pm-8am.

Souance Palencia was €169.9 last week. I did see a €1.65 at a bunker sight Salamanca

I filled up about 5 times whilst in Spain and think the cheapest was a place called Yecla, €1.56 most expensive was when I put €50 in at a Repsol, €1.86,when I’d let myself run low in the middle of nowhere.
Sounds like now it’s not worth bothering and just fill in Portugal.
