Can't help with the local data sim but 3 have a 'feel at home' scheme whereby their payg data sims work without roaming charges in certain countries, France and Spain amongst them.

They can be bought online or from Argos,PC world, usually cheaper than direct from 3.

Can be topped up online, I have been using one for 12 months in the UK,France & Spain though the speeds are sometimes slower when abroad, using one to do this from Spain.

We have a Mobidata card it has different plans we use the Go anywhere plan £7.99 per month 1gb +1gbfree.
Works well but there are a few spots when you can't get signal but I think that happens with most cards.

Last winter orange.es were doing a PAYG simple at 10€ for 1 gig. I also use 3 feel at home which is good but slower than local providers abroad. It also has restrictions (possibly imposed by roaming hosts) for instance I like to wake up to the Today programme. Easily streamed on local sims but not on 3 in any country I have tried it in.

Used 3 sim for 7 weeks in France and Spain, worked everywhere but as suggested, seems to be throttled in some way, not that 3 would ever admit it.

Never managed to play a Youtube video or even a 1-2 minute video on BBC website, often when showing 4-5 bars signal strength. OK for most basic stuff like surfing and email though.

3 is definitely throttled in some way when roaming but I have managed to stream radio 4 most of the time through France and am listening to the Today programme as I type this on the Costa Brava.

I use the VPN Zenmate on Google Chrome and switch off Adblock, this helps but still stalls occasionally.

Go onto fleabay and get a 6Gb or 12Gb 3 UK prepaid data card around, which last for a year. This is more than enough for the average user. When travelling across Spain and France we have had no problems getting a good signal when used. I also have a spare in MH just in case needed.

Because it is using the local network even though 3 UK will not admit it the download is limited by local GSM network. It a pain in the ass.............
