cheap photo,video enhancement software (1 Viewer)

anyone know of some cheap software to enhance cctv footage or stills from it, trying to get registration of the car that has driven along the grass area next to my home

A. Get better cameras?
B. Post the picture or footage and ask for help - I have found plenty of people that will edit pictures for fun or a pint or two! Rather than pay for some software.
