Does this mean if you put a SIM card in it you can make phone calls from an iPad?

Thanks I want to use WhatsApp from iPad mini. I have to have iPad near iPhone at the moment. So a cellular iPad would solve the problem?
 
I don’t think you can use ‘conventional’ phone calls like you would your mobile, (unless there’s an app I haven’t come across yet) but I use WhatsApp and other voice over internet apps.

I find the main benefit of a WiFi with cellular version is the GPS functionality you get with cellular, that’s why I always get cellular iPads. The GPS bit with apple is only included in the cellular bit of chip. So using sat nav or map apps will be much more accurate than using just the WiFi version. Interestingly, I think Android based tablets, the GPS circuits are included in the WiFi version so you don’t need to fork out on a WiFi and cellular version.
 
…must admit though, I need my iPhone nearby for what’s app.

We have a non sim iPad version and simply connect through the iPhone via a hotspot.
when you are within a Wi-fi area you have access to, or home, you don’t need one anyhow. If you have a mobile anyhow it saves the extra expense on another contract.
 
You need a cellular iPad if you want to use GPS (e.g .for Nav)
non cellular iPads don’t have a GPS chip ;)

The cellar ipad mini, will also allow you to use it as an offline satnav as it also has gps hardware inside that WiFi version doesn’t have......👍🏼
