carver 1600 blown air heater fault? (1 Viewer)

have just bought 1993 vw t4 autosleeper trident. it has two black squaqre air vents near floor - heater only blows air out of top one and when switched onto fan 9fresh air) mode it is the same and the air still is very warm and not frersh air - any tips /advice /ideas appreciated

it sucks air in the bottom one and blows out the top one. it only recirculates the air so on cold it is seldom cold
