The ACSI site Camping Orio, at Orio, will fit your request. Beach outside the gate and I’ve seen people surfing there. Easy access by train into San Sebastián for a pleasurable visit. I’ve seen the surfers there carry their boards through the streets from their flats 😜

Easy to go from France to there and back.
