Silly people didn't transfer their license in time and now blaming UK/Spanish government?

But a solution is perhaps in sight.

Why cannot those people with UK licences apply for an International Licence to tide them over?

There's no such thing. It's an International Driving Permit and has to be used in conjunction with a valid driving licence, as a translation. Spanish residents, (from the UK) who haven't already changed, don't have a valid licence atm.

I can understand that is how the Spanish interpret the law, but I think it is a moot point whether one State can declare a valid licence of another State to be invalid. If the British licence is valid under UK law then the Permit should be valid.

The Spanish government cannot invalidate a UK passport, so why a validly issued driving lience? They could fine for not exchanging it under Spanish law but I doubt whether a fine for using it could be enforced in a Court of Law.

The UK invalidates foreign driving licences after 12 months.

It isn't valñid & nor has it been since they started to live here after 90 days.they were reuired to register as a resident , regardless they became onme automatically even without the paperwork. That is how thery are viewed.

The same also applies to Jersey ;Guernsey & IoMan ones.12 months & you have to change to a UK one. the other problem is that all the above licences , even if you changed to a UK one, were never exchangeable for another EU state one if you became resident.unless not noticed when exchanging, you always have to take a test here in spain. & if not notice & it comes to light at a later date or in the event of an accident it is rescinded, leaving you driving without a licence even though the fault was someone else's.
