On the old Forum there was a section for people's Blogs can not seem to find blogs on the new forum, are they hiding from me.

If there is a section then is there a problem with people putting that they have a blog in there signature.

and why having your blog on your own web space is preferable

As I understand, it is perfectly within the forum rules to have a link to your blog in your signature... whoever the host is.

However.. one day all internet blogs, photo albums etc will be lost.. and a good thing too some would argue.. Maybe not this decade or the next but it will happen..
If you really want to preserve your history for future generations you can't beat pen and paper.. and printed pictures.. although they can be lost or destroyed, stand a better chance of survival than a string of digital code on a hard drive.
