I can't see how this is dangerous, can't for the life of me see why he's done it, but it's only an hole in a bit of plastic that's no need to be on anyway, it's not as if it's part of the wheel.

In itself, no, it's not dangerous. But it implies that someone is short on common sense, but very keen with powertools. I'd be concerned with what else they might have fixed.
