Can I buy insurance on the borders of these countries?

Pretty sure you can - If you can it will only be 3rd Party though (legal minimum)

This is a good explanation

We drove to Greece in March and we’re able to buy insurance for Albania at the border (49 Euro for 15 days but you can buy for longer periods). No insurance was available at the Montenegro border and the border guard was adamant that we did not need it despite me showing him the green card with Montenegro crossed out.

So what did you do for Montenegro?

Our NFU insurance covers both, but minimum cover only, same as you would/ might have to otherwise buy. I ve wondered what the problem is with green cards, there's more theft in Albania but it doesnt seem that roads are especially dangerous and with trackers etc..

Why would you buy 3rd party at a border when that is what your own cover reverts too when not covered under the green card?

I don't think it does - if you drive in a country that your insurer does not cover then any risk is on you. I may be wrong but that's how I read our policy (with Comfort at the time).

Comfort covered us for Bosnia but not Montenegro & Albania. we have just switched to LV who cover Albania but not Bosnia or Montenegro.

We plan to get the ferry from Italy next time.

My saga insurance doesn't give any cover at all for those countries.

Im pretty sure LV does cover Montenegro. They wont cover our motorhome because their silly chassis based quotation system.

Its because they do not have established contacts with insurance companies in those islands and would find it very difficult to pursue any claim that was not your fault. Also health costs could be high as well as recovery/repatriation (of you or your vehicle). Its just too risky for them.

So why cant I buy cover without recovery? I never take the recovery option anyway and our personal travel insurance will sort any personal emergencies out,

To be honest I have no idea. I had a mate who worked in car insurance and I asked him why I couldn't get comprehensive insurance for Croatia and he told me that there are countries where its just too difficult to deal with (Language, laws, contacts etc.). So if someone runs into you in Albania and they have no insurance (which is very possible) your own insurance company has to pay out the full amount as its too difficult to pursue claims in these countries. That's why they just exclude them. You can get Croatia now but some are still excluded.

Yes you can, I have just been through both of them. Pretty straightforward.. Albania wanted €50 cash , Kosovo € 15 with a credit card.. ?? Anyway you get an official looking document that will ( they say) cover you 3rd party for 15 days or so. Driving experience is interesting with some exotic overtaking techniques.. I would definitely recommend these countries..

Some of those more exotic Balkan countries SHOULD accept normal insurance and/or a Green Card. However when the border guard is feeling bored you can get into a real tangle with the insurance business and end up paying for local insurance. Corruption is real and sometimes difficult to avoid.
