It is and has been for some time:

Motorists caught middle lane hogging can be fined £100 and land three penalty points. Similarly, careless driving can land you a £100 fine and three penalty points, which can increase up to a maximum penalty of £5,000, nine points and disqualification.3 Jan 2019

There is no telling some folk, and many wonder why I like to do the driving, he is great on the road otherwise and I happily go on the back of the bike with him.

Where did you get this info? How can it be that you are warned and not us???? I watch TV everyday, never heard a word about that. Mind you quite happy if true, as I become completly mad with people doing that . I can be really stressfull with someone on the left lane. I go full headlights , horn, and much more if you can move quickly and don't do it. Probably my worst pet hate

Unfortunately unlike here & probably in France the UK doesn't send the fines from the motorway cameras.
Its one thing having the law...but when you got no traffic cops to enforce it .......
As above.Man&woman sits in office reviewing all & anything for this offence,+ no seat belt, on phone, texting ,etc;etc;

How long is too long to be in the middle and outside lanes.

It may be worth subscribing to this website, https://www.motorhomingfrance.co.uk/ monthly updates on various happenings in France.

LOL .... now this would be really weird to have to subscribe to an English site to have information about my country. But... will probably do it, if UK is better at this than France , then let's be humble and accept it!

I think the person running the site is a Brit living in France..

big difference is the levels of traffic on our motorways when abroad my lane disipline is perfect. Often here the second lane is the best option for anything over 60 as the nose to tail lorries block the slow lane at 56

I would be happier if the French and Italians stayed in the middle lane for a little bit longer until they had actually finished overtaking than slightly before.

In fact there's a major reason (in France at least) to stay on the middle or on the last lane( left one in France) : it's when you do not have 2 long stripes (the ones on the right side which are along the emergency lane) between 2 vehicles.

Also , you might be told off via an upper panel indicating your plate and saying
NUMBER xxxxxxxxx TROP PRES! .... Me I get ... errr.... sometimes : NUMBER xxxxxxx TROP VITE

How long is too long to be in the middle and outside lanes.

10-15 Seconds
If it's clear to your left, go left.

Middle lane hogging is one of my pet hates as well.
On an open motorway I'll draw level in the first lane, and then in one move do lane 1, 2, 3, 2,1.
Sometimes they get the message
Sometimes not
Probably catching on their phone with up with messages on this forum

If someone in an 'ordinary' (i.e. not loads of horse power) car could accelerate and undertake you, you've been there too long.

I have always found the French drivers much better at lane discipline than the Brits. I drive to and from work on motorways everyday and get incredibly frustrated by people simply siting in the outside or middle lane.
On my journey to and from work you can usually guess who will be driving the car hogging the lanes.

you should be constantly moving, in out ,like waves lapping on the beach.
Up to a point. If moving back to the inside means that you have to slow down to maintain the two second gap then the manoeuvre was pointless. If the gap into which you move is too short two allow two seconds in front and behind it is equally pointless and simply inconveniences other drivers.

Only when I pass on the inside whilst driving my souped up hatch back with the extra loud exhaust and the blue LED's on the underside.

The 'rule' in Spain, long ago,was/is to return to the nearside lane within 100m.Not sure if that has been updated ??
Aint theory great triky, that would be ok if you were the only two vehicles on the road.
