Yes, it is the Elblag Canal. There are 5 of these inclines where ships manoeuvre onto a cradle and are then winched up, or down, the incline on rails. They then float off at the other end. Winding houses are powered by water wheels.

This one is at Buczyniecc, there is a nice campsite adjacent to it.
