Is it possible to combine an underslung lpg tank and 2 gaslow cylinders into one refillable system?
 
I would think it is possible.
But
I am not sure when I say this but

Is there a limit to the amount of lpg that can be carried?

There certainly is on the shuttle and probably on the ferries.

I think DFDS limit you to 3 x 15kg gas bottles, properly secured. Not sure about the 15kg bottle size limit, though, and I last checked in 2019.

Yes. Although having a big enough underslung and selling the gaslows will give you more storage space. The changeover valve arrangements could also get complicated. Refill valves should be easy.

I think the Chunnel is also 45kgs of gas.
Channel tunnel is 50kg total, with each tank not being over 47kg. Slightly strange choices there!

DFDS & Brittany Ferries have 47kg total with a 3 cylinder max.

Yes been there done that,no problem. Your cylinder and tank will only accept a 80% fill. The pipework will have a splitter Tank/Bottles

As they are horizontal rather than vertical how do the cut-offs work on possibly a sloping forecourt? Is there not the possibility of over- or under-fill?

Why do you ask
My Van has gas only combi (so no electric heating option on hookup) and while it is well insulated I want to be able to operate at decent intervals even in colder weather without revisiting an lpg station too often.

It’s possible I’ll pop a diesel heater in as an alternative, but I would need that to be joined into the existing ducting to heat the subfloor and stop frost protection measures activating.

There is but I suspect that it's accommodated within the 80%. The cut-off valve is the same type as for a vertical bottle/tank.
