Dont want to import new vehicle untill Jan 2020. SHOULD brexit happen this year, I,m convinced the world will not disintegrate immediately. Is there some sort of grace before all the nonsense kicks in?

The way it's going at the moment nothing will change, we will be out but effectively still in. Even if we were completely out there is too much inter trade with vehicles for them to risk import tariffs.

If the Withdrawal Agreement is signed then there should be no change in 2020. But with a no deal then we will be treated like anyone else not in the EU. A good dealer will know how to sell to someone outside the EU. Hopefully you will be able to buy the vehicle as a tax-free export then pay VAT and any import tariffs* (12%?) on return to the UK. You might have to pay the local VAT and reclaim it though.

* From memory 12.5% is the WTO rate on vehicles although the UK can decide not to apply them but it has to do this for all countries.

Yes in the event of a 'deal' there will be a transition period. Until end of december 2020 at the moment. No deal then as @DBK stated.

I think if no deal it would not need to be paid as being exported to a non-eu country?

FYI
HGV ( which may be over 3500kg dependant on whom you ask) is being talked about at 22% WTO

After a no-deal Brexit export from the EU to UK should be EU Vat free. In practice that may depend on the dealer's willingness to fill forms. On import of a vehicle to the UK it will incur UK Vat and 10% duty.

If the UK signs the Withdrawal Agreement there will be a 2-year transition period, during which things will continue much as at present, i.e. no import duty.

As vat was only introduced to comply with EU directives surely it should go & revert back to purchase tax at 8% or less?

They're not great at answering emails. You'd probably do better to phone them. They speak good English, and will call you back.
You could also message them through their Facebook page, but I haven't tried that, so don't know how good they are at answering.
