Best guess is a towed rotivator that a young female could sit on for ballast. It has a mudguard to protect long flowing skirts, so it's probably 19th century.

Looks more like a scarifier/aerator to me
Very loose soil between the vines , loose rooted weeds easily turned and exposed. A certain amount of aeration also .
