Doubt it and even if it could i doubt the police would do more than take the serial number.

many many years! since I was a kid
most are simple receivers that just listen for satellite signals to navigate. some newer versions have live services that use a phone signal for traffic etc. with those you can log into the website and deactivate services, but will still work as a dumb satnav

some models technically yes if they have a sim card but in practice the police dont have the time or resources, so no
