Looks to me like its part OF something and not a standalone item.
Maybe a rod of some description pushes on the end.
Google can't find anything like it via your picture.
If you've had the van a while and not needed it I would put it back in the cupboard and forget about it.

I had one once, often came in very useful, then some scrote nicked it and I haven't been able to find a replacement - anywhere. Several times I've tried to search for one on Amazon/Google/Ebay etc but for the life of me, I can't remember what it's called so I'll be watching this thread with much interest.

It looks a bit like a removable handle for a mini tool kit, something like this, perhaps with the rest of it missing?

I'd stick it back quick, it's a drain valve that prevents water ingress and a soggy bottom
