if you can get to it try unplugging the motor then operate the stalk.
if it blows that should eliminate the motor and put the fault on the wiring or stalk.
if it doesnt then suspect the motor.
it could also be very stiff/seizing linkages or spindle bushes and overloading the circuit fuse.
