Winter tyres in Czech R from November. (1 Viewer)

Hi just entered CR and see a thread in here mentions it's mandatory winter tyres from Nov 1 to March. As this is in two weeks it alarmed us a but espec as I was sunbathing yesterday !
Does anyone know if it's mandatory from this date? We're were planning on getting them later for the skiing but as we're headed for Sicily
first it seems a bit silly. Isn't warm weather bad for winter tyres?
Also do people store their regular tyres in the garage?

I think if you read the rules on winter tyres it will be like Germany and say you need these specific tyres during the prescribed period IF you are on the roads in bad weather conditions, in other words if you don't have winter marked tyres make sure you are not on the road at times when you would need them, i.e when the road is covered in snow.
