Sounds like a good sensible idea - but realistically we are travellers, transients, just passing through... So unlikely to take on the bureaucracy of local authorities to pursue a cause locally in an area we might not visit again.
And there lies the dilemma I guess.....
But that doesn't stop anyone contacting the local council where they live does it? :)

A car park may seem to have dead time. However as I found when I contacted Durham County Council about using their park and ride sites for overnight stays that is not possible, due to the covenant that the council had to agree with the landowner to get the land for a car park. The car park must not be used between certain hours. The council also agreed this with nearby residents to calm opposition. These car parks have dedicated motorhome bays and toilet facilities similar to Canterbury.
