oddly enough I was looking at Waze this morning as a free satnav alternative to Tom-tom. I got the impression that you needed a data connection for it to work so out of the question for me at least.
Have a look at Navmii France, it's free, no data connection needed. I use the UK version as a back up app on my iPhone.
Being free it will have the usual drawbacks!

Didn't use it in France as need data connection. However, in the UK it's fantastic. It knows far more than my car sat nav and my tomtom put together !!!!!!! Love the way it re-routes you around traffic accidents etc !
