According to this article from September it should now be open
"As a result of the complete cut-off of the N-232 road at that point during the repair time, approximately 6 weeks, the traffic that links Els Ports with Vinaròs via N-232 and Castellón de The Flat via N-232 / CV-10.Therefore, it is planned to redirect affected traffic through other alternative routes."
