Im sorry to read of loss of life in any circumstance
but i do question some folks mentality
18 people in a motorhome, where were they all sitting, at most there would be seating for 12 persons assuming it had 2x3 seater settees and a dinette area plus the driver and front passenger seat, and very little of it safety belted for travel.
Im sure that the insurance company are going to love this one, when a claim goes in

That's what I wondered so looked it up ..

Generally in the US it is illegal to have passengers in a travel trailer, but not in all states.

In Kansas, where this accident occurred "Riding is permitted in fifth wheels, travel trailers and pickup campers by passengers fourteen years and older only. "

State by state guide.. http://www.rvadvice.com/travel/TX.html

so presumably there were at least 6 in the trailer.. maybe more.

seems the cab was still intact

Looking at the picture the cab seems to be reasonably intact given the rest of the RV... the chassis and floor look like they withstood the accident.. but the habitation area was just wiped of the floor area...

American truck chassis and RV purpose made chassis are very very strong as we know.. just seems the upper part has failed.. but would any motor home have survive this sort of crash?

Sad to see so many lost there lives in an RV.... the number of people on board does concern me.

My guess is that it's an extended family moving. Don't forget that what the Americans sometimes call trailers we call caravans.
