Pull up window blind (1 Viewer)

Anyone know how to retension a pull up window blind? It is a large one in the bedroom. When I try to let it down (open it) it does not want to roll down. There does not seem to be enough tension to pull it around the roller.

As usual this place is awesome. Thanks Roger. I went on you tube found the video, watched the rugby, wow what a turn around that was and then fixed the bedroom blind. not a bad afternoon.
