Ours did that, we took out the fuse and then strapped it up. Turned out we needed a new step.
I think some steps are fixed with some cleaning of the sencors.
Depends on what's stopping it... if it's stuck/ jammed and electrics are sound maybe a bit of encouragement but pushing whilst trying to retract.
If the electrics have failed and you can't get a temp supply to the motor closing circuit then you will likely have to disconnect the motor drive to the step,as it won't push back against the gearing..

There are no sensors or switches involved other than one that might be used to operate a cab 'step out' buzzer. If you look up underneath the step you can see what you need to do to disconnect the drive from the motor. On the attached drawing you'll see the 'R' pin that releases the drive link.
When our step did that on our 2011 Bessacarr E450 it turned out to be the Sargent control box after I had stripped and cleaned everything to do with the step and found no fault.
Others have had similar problems and found it to be the step motor/mechanism/wiring.
Unfortunately, it's a case of investigation each time.
Bloody annoying when it's stuck out though. We had to manipulate back in and not use it for the rest of the holiday.
