Got stopped from filling OURselves in Spain last year, but only because there was a new attendant and old one wanted to teach them how to fill up, 'for those not able to manage themselves' came out with a box of adaptors. An enjoyable experience.

In nearly three years of travel we have been refused twice. Once in Romania where the attendant didn't seem interesting in filling it up, we went to the next service station and filled up, no worries. The other time was in Turkey, he said no kitchen fill up. It was a hot day in in true Turkish style he came out with some cool drinks for us, even though he did not make a sale. We went down the road and filled up at the next place.
Our tank has no outside filler and is in the hatch. Never had a problem in any other country we have visited. We try and fill up when we down to about 5litres which can last us about a week. If refused just go to the next place.
