Yes you can. The ascii format on CC-infos is a comma delimited file. It will open with a text editor, but you may need to change the file extension from .asc to .csv before you can open it in a spreadsheet, or load it into the Garmin.
In the past I have downloaded the OV2 file, then run it through a converter to get a GPX file for Garmin, but I've given up on that as I cannot edit GPX files but can correct any anomalies in a csv file.
If you need a POI format converter (which you should not given the above) I recommend GPS Babel. I run it on a Mac but it is available for Windoze too.
