Any advice on purchasing a dongle to gain internet access in France?

Buy a 3g pay as you go chip and convert the airtime to data time on their website.
Make sure you buy both in France though.
You should be able to get a usb 3g dongle on ebay.

Try to find an SFR store (located in most towns) and buy a 3G dongle. I think they're associated with Vodafone and work in much the same way. You need to navigate around the pages in French but it's fairly self explanatory. I don't speak much French and managed!
