Is the heater and hot water system usually connected? i.e. to get hot water does the interior heater need to be on?
This is on a carver cascade 2 ge

The Carver water heater is independent of any other interior heater, it works on Gas and 230v mains when on electric hook up.

Are you trying it on Gas or Mains ?

There will be a gas control panel close to the heater, sometimes on the wall or on the seat box, also a 230v mains switch somewhere close..
