Even though there is one lane, there are 2 carriageways, the road is divided by a barrier, making it a dual carriageway.

[Edit to add]
Sorry, legal definition as per RTA is a road which has a central reservation.

No, dual carriageway has nothing to do with lanes. It is defined as having a central reservation separating the carriageways.
Most people wrongly assume that because there is one lane, it is single carriageway.
