Does a tranformer if switched on with nothing drawing current from the low current outlet stiill use power?
I notice if i leave my laptop mains unit on but not connected to the pc, it stays cold.
If i connect the laptop it warms up--
so if it`s cold, does that mean it is not drawing power?
Also the house phone charge units--if no phone plugged in ,do they still use power?

Can never be zero but a well designed power supply will be negligible on you bill. The tree huggers go and multiply that next-to-nothing by a billion and then it starts to look frightening.

You are right, heat is a great indicator, ideally they should always be cold, all that heat is wasted money to you.

LEDs are a great example. Some you could burn yourself on, some just warm.
