I can't help you but just to show empathy, I booted up my dell desktop with cutting edge Windows XP yesterday. Found the mouse wouldn't work. Cannot remember how to work it using keyboard keys. Mouse has old type round pins connector so not easy to replace.

If you can log-in as Administrator in Safe Mode can you not do same in Normal Mode?
Do you need into the specific account for any particular reason? If not, if you're looking to replace Windows with Mint you should be able to run the disc from that account and install Mint.

You need to enter the bios and set the c drive as first boot device.

I had put CD drive but auto correct on my tablet corrected it. You had said you set the diskette drive (3.5 floppy) to boot

Also make sure you have a boot able disk image on the did or download a boot able usb flash drive image and set the bios for that to boot

Assuming it's not a floppy disc but a dvd \ cd disc you're trying to run it could be an issue with the format of the disc itself.

Is your disc an original Linux disc from Mint or a disc burnt from a download? If the latter it could be that the iso file downloaded has been burnt as a "data" disc and not a bootable disc.

Go into windows explorer and what does the contents of the disc show as?

Page 11 \ 12 in the Mint User Guide (attached) tells you how to burn the iso as a bootable disc.

Are you looking to install Mint alongside Windows (dual boot) or overwrite Windows completely leaving Mint as only operating system?
What version of Windows are you currently running?

Is your laptop 32bit or 64bit?
Is your Linux Mint disc the same as the laptop?

Ages since I've used a Dell machine so ..........
With the Mint DVD in the drive try pressing F12 key whilst the laptop is booting. What do you get?

Can't help but I use a Dell altitude as my Win xp machine as I have some software which is very useful but won't run on later versions of windows. They are good laptops.

Just as an aside.............

This thread reminded me of a gorgeous Toshiba NB100 hidden away. It was always slow but the most beautiful looking computer I've owned. I tracked it down.

So I popped a Mint DVD into a drive, booted from CD, and waited and waited. Eventually I had Mint running. It seemed to set itself up to the hardware OK. Then a test, I noticed a dashcam folder on the W-XP drive, clicked on a file and watched a seriously jerky playback. So I rebooted to W-XP and played the file - fine. Conclusion Mint is more power hungry than XP.

I may be wrong, if I'd risked loading Mint to the HD it may have run faster but I gave up instead.

So the moral may be, Linux Mint is good but still needs decent hardware to run on.

However, I have a couple of Pi 3s and they fly along on Raspian. Once lives on the main TV and delivered perfect www TV. But Pi 3 has quad cores, my lovely Toshiba barely has one.

OK, last thing to try before binning it.
Again from memory, there's an "admin" settings menu available at boot where various settings can be done with one of these being (I think) enable \ disable boot from dvd drive. Try pressing F2(?) and see what that gives you.

Before this is your Mint disc 32 or 64bit? If the latter it won't install on your laptop.
