As a car and van has a big turning circle, he is ensuring that he doesn't get trapped in, which if he parks through two bays he probably will.

Exact. Car parks are never as empty when you come out, as they were when you went in. If he had parked in line, and cars came next to him, he would never have got out.
Good bit of thinking by the tugger driver, and as has been said, he's sitting in the car, ready to move it if required.
