No ,both the UK & Spain are non-signatories to the road regulation Vienna convention but agree to abide by it.

Anecdotally, my neighbour up the road is a police traffic sergeant and I asked him. "It is a braked four wheel trailer" and referred to government advice.

They just say what they are told to, If he had an honest opinion he wouldn't be in the job.

I don't know if this thread is still been read, but we are driving down to Twin lakes on the 4 Sept, and we will be towing our car on the a-frame. It is a smart tow system with electronic braking and Air pump to refill servo, so no dead pedal, the car is a 2013 Skoda Citigo, we have used in the UK for 3 years since the car was new. We also have a Brenderup car trailer which we could use.
But we decided top become a guinea pig, and use the a-frame.
