Do you specifically want a site, if not we know a brilliant aire at Cabarceno, no leccy or toilet but water and dump point. The three pictures are all views from the van

We have stayed here a few times. Very nice town and less than 30 mins from Bilbao.

This was the view from our pitch, the bright lights across the Bay in the distance are the outer breakwaters at Bilbao.

We want to visit Bilbao itself for a couple of days and the easier the access to the city the better. We live in a pretty very rural area and it's the towns and cities that attract us for a couple of days at a time, we are surrounded be pastoral bliss most of the year.
Saying that, the odd beautiful coast is welcome too...

Ooooops sorry just checked and Cabarceno is 100 Km from Bilbao but no matter someone may well make use of it

There is a good wild spot we found earlier this year.
It is a car park in a great place on top of a hill overlooking the city.
The No58 bus passes by which will take you into the city - you want the bus stop on the opposite side of the road to the car park ie travelling to right to left as you look at the city. It's about 30 minutes to the nearest point to the Guggenheim. Basically you get off the bus when you cross the river and walk about a mile along the river bank to the museum. It's a pleasant walk.

The Police came by a couple of times but didn't seem bothered.
There are no facilities so make sure you arrive with a full water tank and empty toilet cassette!
We found the place when looking for an aire just outside the city but they wanted 16 euros a night. It was next to the free public car park so we decided to wild it for a couple of days in the car park along with a few other vans (mostly German).
The day we left it looked like they were closing the aire - office boarded up, gates padlocked. I'm not surprised at the price they were charging.

The site is set up on a hill on the edge of town.

From the town of Castro Urdiales itself there are regular buses to Bilbao about every 30 minutes. In fact the buses use the town bull ring which is just 10 minutes walk down the lane from the site as a sort of terminus. (The site is on the hillside up a short lane up from the town, hence the elevated position.)

The bus was about €3 each way.

I think the small reception at the site even mentioned taxis available to Bilbao at around €25.
