Anyone know what this is? It was bolted to the underside of my Winnie but disconnected. Looks like some sort of electrically operated cable? If so, what could it have been connected to?

There is a rubber panel that pulls out to reveal a pot that can be adjusted to set the sensitivity. As well as that, the writing around it is:
To Left:
Tack - 2000 - 4000 - 8000

Under:
SPD Sensor - Sensitivity

Top Right:
3/4 - 6/8 - Cyl

Reckon it may be cruise control

It appears that the words to the left of the 'Pull' flap are: 'Tech, 2000, 4000, 8000'

to the top right are '3/4, 6/8. GTI'

and beneath the 'Pull' flap are: 'SPD Sensor , Sensitivity'.

I would agree with Dodgey and suggest it is, or rather 'was' your cruise control.

Could it be a vacuum pump for a braking system on a Toad, to give the Toad brakes the extra help needed??

I think you may be on the right track. It sounds more for brakes on a trailer or car being pulled than a cruise control.

Do you still have your cruise control working?
