Yes that is a plastic tie wrap connecting the hand brake cable to the brake caliper.
The owner didnt know how to back off the cable adjuster this was for a retest after failng on brakesoh:

Bit of coathanger normally does the job for me.

I do indeed I still say if i had taken a run at the hill instead of trying to overtake you I'd have got up
Mind you were on foot:thumb::thumb::thumb:
If memory serves, my window was held in by tape due to bad design and heat
Not like yours that was due to upsetting locals with rocks
