I have had a bid from someone with a zero rating. I know quite a few people are not happy with people with less than 10 rating. What are the implications?

everyone was new on ebay once upon a time, the problem is anyone can open an account, and some do so and bid with no intention of paying. ~So you could get stung for charges without actually selling the item. The when you relist people think there is a problem with it and don't bid so you get hit a second time. With feedback you can at least check out someones track record.

Apart from the deposit, taken via ebay, insist on a cash balance as even a bankers draft can bounce when its (much later) found to be counterfeit

Also are they 'verified'
