Why must it be legal? It might be or it might put the rear axle over its weight limit (the spec lift is a long, long way behind the rear axle). Personally I was under the impression spec lifts were legal for recovery purposes but I stand to be corrected on that, don't know the legal position at all.

I would be very surprised if that is legal in the UK as it is very much like a recovery vehicle lift.
