Can anyone recommend a good guide for municipal campsites in France please?

Le Guide Officiel Camping Caravaning.

This book has every campsite in France listed, it is the FFCC official guide. you can get if from Vicarious or pick up a copy in any French Hypermarket.

the french aires book, from france not vicarious, gives aires, municipal and france passion sites, all in french though.

the best set of municipals we have used are in this group in the Alsace. Consistent, with good facilities..even in high summer cheap as chips

I'm reading an account of Agincourt at the moment. Henry V had the right idea, unfortunately his successors let slip the bits of France we owned.

Although, on reflection perhaps it is best we don't own France because otherwise every carpark in France would have a height barrier and aires would be non-existant.

Sorry to suggest, but as an ex caravan site owner in Frogland, this guide most certainly doesn't list all the sites. I can well recall being contacted by the organisation responsible for the publication but in my case opted out of having either of our sites listed.
